I’ve started watching Ceasar Milan on the dog whisperer and noticed that he always has a leash/collar that just slips over the dogs head so you don’t have to worry about having a collar on or clipping the leash on. The one he uses looks almost like a Noose but I’m assuming it is designed differently so it does not choke the dog. I looked on his website and the only leash on there is not the one that is used on the show. Does anyone know a website that I could find the noose style leash he uses on his show? Thank you

You are probably thinking of a very simple slip lead (see photo in the link below) and yes, they can choke a dog if used improperly. There are also all in one show leads also in the link below.
Choking is pretty much the idea of choke chains, slip leads and the illusion collar which is why he advocates things that ride high on the neck where the trachea is more accessible. Things that ride low on the neck, where more muscle structure protects the windpipe don’t offer ‘control.’ where control is a euphemism for cutting off air supply or causing pain or discomfort.
If you don’t want a full-choking device, try a martingale type collar. They come in various styles and limit how tight the collar can get. The collar still tightens but it stops at a certain point.

If you have a sensitive, attentive dog you don’t need any of these things. A flat, nylon collar and training do the trick.
