Is a dog collar designed to release on all sides a choke chain?

If a choke chain is designed to releases on the left side only, then a collar that chokes, but releases when there is no tension on the lead either by the handler or the dog is it still a choke chain?

I think you may be refering to a martingale collar, Mostly used by our staff for dogs that have bigger neck thanhead therefor a regular collar would slide right over their head.
Choke chain do not have a stopping point at how tight it can be pulled
Martengales do have a stopping point

You can’t do anything to stop your dog getting it – it’s genetic. If you bought from a reputable breeder who does OFA or Penn hip scores, and only breeds from dogs with good hips, you don’t have much to worry about. If you buy from a backyard breeder, you have no way of knowing if your dog’s going to get it. The best thing you can do is never let the dog get overweight and if you’re concerned, a vet check-up.

Bernese Mountain Dog – Berner Sennenhund & puppies

The Bernese Mountain Dog is a large breed of dog. Is is one of the four breeds of Sennenhund-type dogs from the Swiss Alps. The name Sennenhund refers to people called Senn, herders in the Swiss Alps, in the Canton of Berne in Switzerland. Originally kept as general farm dogs, large Sennenhunds in the past were also used as draft animals, pulling carts.
Bernese love to be encouraged with praise and treats. They are sweet with children, despite their great size. Overall, they are stable in temperament, patient, and loving.

How do I find a reliable dog breeder?

I live in Pennsylvania and unfortunately, a lot of the dog breeders around us are puppy mills. I’m looking for a Yorkieshire Terrier and Maltese mix, female, and a few months old.
Alright than how do I find a reliable dog breeder breeding either a yorkie or a maltese?

Reputable breeder and mixed breed do not belong in the same sentence.

Do your research, and pick ONE of those two breeds. Only then can you go about finding a reputable breeder.
